Photo Radar vehicles are usually placed in very strategic places, where the police know people usually speed.

More often than not, they will be on the roads where the speed limit is too low for the surroundings, for example Bell Road through Sun City just outside of Phoenix. The speed limit is set at 35 MPH on a road that elsewhere is posted at 45 to 50 MPH.

The City of Scottsdale Arizona has been the first in installing photo cameras on a highway. These fixed units use sensors embedded in the roadway to measure speed.

If the limit is lower than normal there is an increased likelihood that a higher percentage of motorists will be "speeding". Cops look at it kind of like shooting fish in a barrel.
